Strong Beats

Hello, I had a question, which is very simple but I’ve never gotten a clear answer. In 4/4 timing, is there 4 strong beats (quarter notes), or are there only two strong beats, which is the 1st and 3rd quarter notes? I’m not sure which is one correct, which makes me doubt where I place my chord tones. Thank you so much!
