Why does supertonic resolves to tonic in minor scale?

Why does the Music Composition 101 workbook say that, for minor scales, the 2nd degree can be resolved to the first degree? Shouldn’t it resolve only to the 3rd degree, since it is only a half step away from it?

Because it can and does resolve naturally to either 1 or 3. You could make a case that the pull is a little stronger in minor to 3, but the tendency is the same for both scales.
